This gives us:

consistent logging
retry/timeout support
as of https://github.com/pelias/microservice-wrapper/pull/14, HTTP keep-alive support

Ok this is up for real review now. Support for filtering layers, configuring the timeout and retry count parameters, and tests have been added!
