[Arma 3] Fix SIGINT not getting passed to server #212

Description

Added Tini to properly pass SIGINT stop signals to the server process.
Tested the following with a fresh install of Arma:
- SteamCMD workshop mod downloads
- Headless Clients
- 32-bit binary
Resolves https://github.com/parkervcp/eggs/issues/2264

I haven't tried using exec instead of eval yet (will have to test that later), but this PR will fix the issue for now.
