Add usage instructions #14

There has been a change in how plugins are used since Pelican 4.5+. This commit adds universally helpful instructions for old and new Pelican users alike.

In the future, feel free to re-use pull requests. For example, in this case, instead of closing PR 13 and opening PR 14, make appropriate changes and then force-push your amended commit to the existing PR 13, as alluded to on our Git Tips page. Doing so will result in a bit less noise and clutter for maintainers. Thanks!
