For carto when camera is off return a static image instead of nothing #86

A few ideas, implement a python service which can be started when mjpg-streamer is stopped, return a static image so that fluidd UI shows this rather than a broken image.

Or see if its possible to get mjpg-streamer to return a static image instead of connecting to the camera.
