Upgrade provider and add a README #7

This PR upgrades the hcloud provider. Unfortunately, this provider does not support greedy matching using the ~> operator.

It also adds a generated README file which was produced by terraform-docs

terraform-docs markdown table .

Thank you. The readme is a good idea, its hard to keep this manually in sync in the hugo docs. Maybe it can even be integrated into the hugo docs itself at some point in time
