[Bug]: I have a tram grf installed and when i enter a game the tram build button doesnt show up. After this i downloaded another tram set and again the tram build button is not there

Expected result

To have the tram build button be added

Actual result

I enter the game and I see no tram build button, I even tap and hold the build road vehicles button for trams but there is still nothing

Steps to reproduce

1. Every single game I start the tram build buttom is still not there

2. I double check the grfs in the grf folder and it is active

3. I checked the grf folder in-game and its also active

4. I disabled all other grfs and left out only the tram set but is still not there
