Move the visualiztion web directory to a ".inq" folder in the user's home directory #11

Using the "report" folder inside the repository as the root of the web server in visualize mode requires that the tool be run inside the repository folder. It might be better if we just move it to a fixed location inside the user's home directory so that the tool can be invoked from anywhere.
