417 update spacewalk dependencies and bump spec version on pendulum

My IDE automatically changed some things about code formatting and indentation. I can change that back but I think the formatting is better this way.

[x] The runtime upgrade was deployed on Foucoco. The compiled runtime is foucoco_runtime.compact.compressed.wasm.zip
[x] I tested the pendulum runtime locally in zombienet and it's working fine producing blocks.
