release: Create new vault release v1.0.8 #527

Updates the metadata to the latest (or upcoming) runtimes. Upcoming runtimes were run locally with zombienet. Bumps the version numbers in the Cargo.toml files.

Closes #526.

I'm merging this already as no breaking changes are introduced.
