Setup CI pipeline #14

The pipeline should run cargo test as tests have been broken for a couple of commits already.

This is an old ticket to set up a CI pipeline, i.e., some automated actions that GitHub would run on every change of this code (e.g., running some tests to ensure that the code is in a good state.)

Ah this ticket is not automatically closed because https://github.com/pendulum-chain/substrate-stellar-sdk/pull/27 was merged into polkadot-v0.9.42 and not main. Can you please open a new PR that merges to main and merge it @gianfra-t?
