Closed #90

This is currently work in progress as it also contains placeholders for the two new phases added in https://github.com/pendulum-chain/vortex/pull/97. For that reason this PR here will only get ready once the https://github.com/pendulum-chain/vortex/pull/97 is merged.

@TorstenStueber if this is ready for review can you please ping @pendulum-chain/devs so that this doesn't get missed? Without an explicit mention I might have missed this. You probably also mentioned this on Slack somewhere but I would assume that my notifications inbox on Github tells me everything I need to know about or review on Github.
