This ticket is to setup monitoring if the funding account for Vortex runs below $2 for each specific asset

If funding account balance < $2
Send a message on slack notifying the Product team
Structure of the message " Current balance of funding account is {Current balance} {Token} please charge this account {Funding account address}"

We could add this to the signer-service as it's always online. Maybe we shouldn't though. Thoughts on where to put this logic @pendulum-chain/devs?
