Monitor the funding account of Vortex

Context

This ticket is to setup monitoring if the funding account for Vortex runs below $2 for each specific asset

Requirements

• If funding account balance < $2
• Send a message on slack notifying the Product team
• Structure of the message " Current balance of funding account is {Current balance} {Token} please charge this account {Funding account address}"

We could add this to the signer-service as it's always online. Maybe we shouldn't though. Thoughts on where to put this logic @pendulum-chain/devs?

I think the signer-service is a fine and certainly the lowest effort.

While we are on it, we should also monitor the other accounts that we check in this ticket.

@ebma yes, we can just add an endpoint similar to the status endpoint but with larger margins and ping that regularly.
