Speed limit misdetection: street number #3

This issue tracks incidents where the vehicle reads a street number sign and misdetects it as a speed limit sign.

This issue is most noticeable when both Traffic Aware Cruise Control and Speed Assist are active.

Specs: Model 3 Standard Range Plus Rear-Wheel Drive, Autopilot, Full Self-Driving Capability Version: 2023.20.8 Location: Balmain Crescent eastbound before Liversidge Street.
