Traffic signal misdetection: turn arrows #7

This issue tracks incidents where the vehicle reads a turn arrow within a traffic signal and misdetects it as a circular signal light. This can result in inconsistent traffic signal detection whenever the main signals conflict with turn arrows. It can also result in one of the detected signals flickering between (e.g.) red and green when the main signal conflicts with the turn arrow.
