Traffic signal misdetection: tram signals #8

This issue tracks incidents where the vehicle reads a T traffic signal intended for trams and misdetects it as a circular signal light. This can result in inconsistent traffic signal detection whenever the main signals conflict with tram signals, or trams signals exist in places where main signals do not exist.
