port part of build system from other projects
disable not relevant pylint warnings (need support of python2)
ignore files update
slim sdist
python 3.7 check

Coverage remained the same at 100.0% when pulling 4d4a0b23c94211171be51e1b7e5a29bccb0bcbeb on build_system_pylint into e036819058c3e8ffa01ec99b0d7b3ab1f4dd4668 on master.
