Funders often want to submit and complete an app with without funding it while still marking it as complete.

Having a bit of trouble reproducing this bug -- i submitted a few test applications, and for the funders I would click "save" without filling in anything for funding, and it worked. I also saved when i put "0" as funding, and it still worked.

What I meant is that it stays as “pending” after submission
