[PDP] Add tutorial mode or helpful tips to onboard new users

• A previous issue mentioned this, but we need to teach the users how to use drag an drop
• Explain the use of dock
• Explain the use of general search/rule-specific search

1. the dnd stuff is not immediately obvious (esp dragging left to right) so i think we need some hints for that 1.5 clicking on a course to see details is also not immediately obvious, maybe also a hint
2. I feel like users should use the dock as they see fit? I think the bouncing animation you added makes it clear that when you remove a course it falls there, it's just the sorting of the courses in the dock is wrong so it looks off.
3. I tried to clarify this in #650

I feel like adding a FAQ with a video walk through might be good, but i feel like most users will not want to sit through a video when they start
