Unlike the notifications this would be general and something that we could post publicly.
Do not attempt an email yet. They require complex permissions. (Ask John)

In order to advertise the upcoming Lightning talks I created an [email_members command[(https://github.com/penny-university/penny_university/blob/master/users/management/commands/email_members.py) that allows us to type very simple markdown and send it to our user list. But this Issue is more in the vein of making something that is "exportable", e.g. it should send newsletters automatically and not require our manual intervention like the email_members command. So I'm keeping this open.
