Notify commenters of follow-up on chats they commented on. #343

Right now anyone can make a comment on any chat, but by making a comment you aren't promoted to be a participant. So one way to achieve the title of this PR is to make any person that comments into a participant. We probably need a new type of participant: "commenter".
