Add dependabot #211

Hey - spotted that a few of your deps could be updated and thought adding a bot might help. Let me know if you need any adjustments.

Hey @samhamilton, thank you for opening this PR! I think it’s a good idea to keep an eye on potential updates to the actions we’re using. I’m not really familiar with the Dependabot config; could you explain what the benefits of configuring this manually are as opposed to just letting GitHub automatically do its thing? Will this alert on all dependency updates or just security-relevant updates?
