CI: Install gtk4-layer-shell as a package #2

Right now gtk4-layer-shell is not available as a package so it is built from source. Use a package once it is available

In case you want to use a Debian/Ubuntu CI the package will be available there soon™

That'll be nice. I am not regularly checking it. I am using Ubuntu in the CI, so feel free to let me know about it once it is available

Looks like it will be available in Ubuntu 24.10 (Oracular Oriole). Once the Github runner uses at least that version, I can switch to it
