Replace Smilies with Emoji #2

For a consistent visual experience, we should replace WordPress' existing smiley library with the equivalent emoji.

As icon_exclaim and icon_question were not actually faces, I think we should consider replacing them with ❓ and ❗, their gray equivalents, or some other similar emoji I'm not aware of.
