Add prettier + CI/CD checks

We should add prettier requirement to shipped code in this code base. Task:

• Install prettier
• Mirror config on /web. Add/update if there are improvement suggestions.
• Run prettier on whole codebase (will be large diff)
• Add top level pnpm format command that runs prettier
• Add CI/CD checks in a github action for prettier --check .
