Is this project now deprecated as the new https://github.com/govuk-react/govuk-react emerged?

no it's not deprecated, but it isn't even out of alpha so I would not recommend using it unless you also want to contribute

As per the readme, this is a proof of concept written, in part, to solve issue 76 of govuk-react https://github.com/govuk-react/govuk-react/issues/76
