Add SF2HF #40

Would it be possible to add Street Fighter 2 Hyper fighting to the list of support games. If I copy sf2ce game directory to sf2hf the input reading working, not nothing else (I assume because the memory addresses are different, but I'm not sure sure because they seem the same when looking at https://github.com/finalburnneo/FBNeo-cheats/blob/master/cheats/sf2hf.ini). I'm happy to try and get this working if someone can point me to a guide on how to add cheats for a new game and how to find the correct memory addresses. Cheers!

OK sorry the memory addresses are the same, I just didn't put the entry into fbneo-training-mode.lua.

However, I do notice that the hitboxes are not working in either sf2ce or sf2hf. Would also be good to configure if P2 becomes dizzy or not

Added sf2hf officially and fixed hitboxes with d918581 Might look into dizzy when I have time
