SSF2X: Big refactor by Asunaro + fixes in health recharging by pof

Changes from Asunaro:

• New button "Toggle ST HUD" (the previous one made by Pasky)
• New button "Tech Throw"
• New menu "Throw projectile" where we can select a projectile to be fired (when able or randomly)
• New options for "Select reversal" : "Reversal : always / only after a knockdown / only after a non-knockdown move / once / off"
• New menu "Advanced Settings" where I placed "Select stage" and "Round Start" and created new buttons like "Enable/Disable frameskip", "Enable/Disable projectile slowdown", "Enable/Disable Easy Charge Moves", "Display Frame Advantage", "Display Free Frames between two hits"
• Pressing start can now lock a character or (both of them) in their current x-axis position

Changes from pof:

• The health refill options in Player Settings now do what they are supposed to do
• The combo counter now works properly in all situations
• Avoid ending the round prematurely when health depletes, without causing glitches to the gameplay
