Enhancement request: Allow system properties reference in config file #83

It would be a nice enhancement to allow the urlrewrite.xml file to access 
system properties via a ${systemProp} convention (or similar).  This will allow 
redirects to locations that could change with different environments, e.g. 
development, QA, prod.
