update build.yml to html-proofer 4.1.0 #200

More of a prework pull request, similar to the homepage-repo

You need to edit the html proofer dependency in Gemfile here: https://github.com/pep-dortmund/homepage-toolbox/blob/e83b6f49e7394041601b65305f08dcd8f0bf19ca/Gemfile#L29

and then run bundle update and commit Gemfile and Gemfile.lock
