We've been given access to the caravel name on pypi, which was previously used for another project. Because of the way pypi works, we will have to start with a version number that is greater than the version number of the other project, which ended at 0.12.0.
Therefore, I propose we call version 0.2.1 as '0.13.0', and that can be our first pypi release.
