layout status check updates

• [x] integrate status page with 'check status' module on process page
• [x] integrate 'check status' module with 'project metadata' module
• [x] use all available horizontal space
• [x] switch to a DataTable to display X samples, remove 'sample count' since we now have it
• [x] generally use space and group like items
• [x] use jquery (?) to poll 'check status' automatically at some interval (user configurable?)

2nd round review items:

• [x] Main title: "Project count_reads sample table"
• [x] Move sample table to left, use all cols (this is the primary widget)
• [x] put subproject widget with actions
• [x] move output dir and config file to small, compact text at the bottom of the page (it's of less interest, only to developers or something)
• [ ] some problem with javascript loading when you hit "check status" it doesn't work, but refresh does.
• [x] make 10-20 samples show by default, reduce vertical padding
