Allow looper config to be customizable on command line #379

right now the looper config has a fixed file path, it can't be changed.

this should be a CLI arg.

After discussion with @khoroshevskyi, it is believed that this issue was already solved ~ in August 2023: 669e1c40c3c6193a5d0906cd088fd287652e24bc
