Load/Dump To/From Directory #5

It would be nice to have an API to either upload a directory of PEPs or dump a database of PEPs into a directory. I started to write a script myself, then realized it might be nice to have native with pepagent. I can do this too if the script works out

I think that @nsheff and I talked and it makes more sense to leave all this to pepstat, which is similar to bedstat.
