No information in specification about why `sample_table` allows user to have multiple sample rows with same name

While generating a new PEP, it seems possible to input two samples with the same values. For now, the PEP framework guidelines explicitly state that "Usually, samples are expected to have unique values in the sample table index column." But there is no information about 2 specifications:

• Starting from PEP version 2.1.0, it is now possible to have samples with the same name in the sample_table. In such cases, Peppy will merge these samples into one. Technically, they will be treated as subsamples of a single consolidated sample.
• Were there any other changes in PEP2.1.0 ?
