Unify behavior of To: field

Right now we have the following:

• from own feed user can only post to own feed (no groups or directs),
• from homefeed user can only post to own feed or groups (no directs),
• from group feed user can only post to group feed (no crossposts or directs),
• from Direct Messages section user can post to own feed, to groups and send directs to other users.

In Frf, by contrast, To: field was present in all sections and its behavior was uniform: from any page with Post field it was possible to compose direct message to a user or post to several feeds at once.

I need to review this, but a little overloaded with private groups yet. We didn't make To: field different for a purpose, so need to understand why this is happening.
