No test for third digit #3

For Swedish company registration numbers, the third digit is always 2 or higher (to avoid mixup with Swedish personal identification numbers) – see https://www4.skatteverket.se/rattsligvagledning/edition/2019.6/326447.html (in Swedish). This library should implement a test for that in order to be fully trusted.
