[x] Migrate existing packages
[x] Add unmigrated field to versions
[x] Update Versions.import to grab unmigrated
[x] Update package.denormLatestVersion() to de-prioritze unmigrated versions.

Ok there were like 300 packages that just reappeared. We should get this fix out :)
