Without full backup PBM will not start uploading oplogs and Operator will be throwing the error.
Flag should be added into either Operator and/or PBM which would enable automated creation of the full backup if the user enabled PITR.

Create psmdb-backup through automation
Additional context
Taking a backup might be an IO intensive operation and might impact the performance of the cluster. The user must understand this before enabling PITR and taking full backup right away.
