External auth (OAuth, SAML) not working for mixed-case email addresses #388

To test: 1) Log into NAVSA account and change account email address to use mixed-case letters (i.e. i.e. sARa@peRfoRMaNtSOftwARe.cOM) 2) Log into COVE Studio (staging) using NAVSA account 3) Authentication should complete successfully (note that authentication through NAVSA with a mixed-case email address does not currently complete successfully in production)
