Remove encryption certificate from CCU metadata #406

What this PR does

This PR removes the encryption certificate from the metadata files for Coastal Carolina University.

Coastal uses OpenAthens and they've had issues with turning off encryptAssertions, so they contacted the OpenAthens people, who suggested this:

“In order for the assertion to be unencrypted, the encryption certificate within the SP's metadata would need to be removed. The assertion we send follows the requirements defined by the SP metadata, including encryption, so if they can send a metadata that does not include an encryption certificate then we can comply with their request.”
