Add UMich and UC Boulder

This PR adds the resources and configs for the University of Michigan and the University of Colorado Boulder.

To do

• [ ] add banner image for UMich (we're waiting on them to send one)
• [ ] precompile assets after step one

I discussed that with Jamie a while back, and we found that there's just enough minor variation among the brand templates that DRYing them out would be a big enough job that we'd probably need to get authorization from Dino.
