Link to Community Contributions #365

We need an area to link to community contributions in the documentation. Many are blogposts or PDFs. A good way to encourage community documentation and resource sharing.

If this is wikified some how, I'd be glad to help (with English and pt_BR).

Thanks @tamielbr Right now everything is running out of Github Pages. We need to implement an i18n solution to handle this, but it shouldn't be too big of a deal.

@csbailey5t can you look at Jekyll plugins for i18n?

@waynegraham This looks promising: https://github.com/screeninteraction/jekyll-multiple-languages-plugin. Would take a bit of work to mark everything up. Is this worth implementing in the current version, or should we implement when we redo the docs/neatline.org?

I've set up a page with some preliminary links from the main documentation page for now.
