Map labels disappear on page reload

[ ] On the QA site, visit the map visualization, reload, and confirm labels do not disappear

Seems to be caused by reinitialization of section list state on page reload

@blms @sarastanton I'm sure this is a client choice, but yellow text against a map that is over half desert is a little hard on legibility.
