This pull request closes the following tasks for the v1.0.0 milestone of Neatline:

90 - Allowing Neatline plugin to work when Omeka-S is served from a subdirectory

83 - Adding the ExhibitPublicMap component when Neatline Exhibit page blocks are added to a page

89 - Fixing a bug with the "Additional Layers" field not saving/persisting

87 - Adding release script and documentation
