What is fixed in this issue?

  1. Expand the base and diplo tab panes so the user doesn't have to scroll

How to test?

  1. Login and go to https://mel-textlab.herokuapp.com/transcriptions/16903
  2. Make sure the transcription on the right side is not cut off and you don't have to scroll horizontally to see everything on the document.

@timdunn22 please move the test plan to the top of this PR.

Also, add a "closes #215" to the test plan.
