enhancement request: ability to have different controls on regularly scheduled tests vs interactive tests #19

It would be useful to be able to configure bwctl.limits to only allow a restricted number of tests as part of a test mesh, but still let someone run several back-to-back tests when debugging from the command line or psUI.
