It would be useful to allow a client to schedule a time where bwctld is not running a test. This could be used, e.g., to run scripts or other probes at a time where other bwctld tests are not running so that the scripts don't interfere with bwctl tests and vice versa. It'd also be useful to co-schedule between one or more bwctld instances in case a given script might have affects, or be affected, by tests run by multiple bwctld.
