Right now, if unspecified, bwctl will try to select tools in this order:
iperf -> nuttcp -> iperf3
It would be good to change this order to something more akin to:
iperf3 -> iperf -> nuttcp
We'll need more testing and verification of iperf3 before making this the new default.
