Documentation page on pSConfig Auto Configuration #137

See psconfig_autoconfig.rst. Needs to be adapted from old meshconfig page. The equivalent of the old lookup_hosts script does not exist yet, but will when perfsonar/psconfig#15 is complete. The rest of the sections can be written though.

This page has been removed for the time being. A replacement will have to be done in the future.
