Right now check_owdelay.pl seems very overloaded. It is capable of checking either loss of one-way delay, seems like it should be split-out. There is already a separate check_loss but it doesn't seem to have the same capability to switch from percentages to packet counts. We should add that and let check_owelay focus on the delay values.
